LOCKPORT: Woman killed by snowplow

The Niagara County Sheriff’s Department was trying to determine how a 43-year-old woman was struck and killed by a snowplow Monday night.

Niagara County Sheriff James R. Voutour said the woman — Joyce Garvey, 43, of Sprucewood Apartments — was crossing near 6584 Dysinger Road about 6:50 p.m. heading south when the truck hit her. She was pronounced dead at the scene.

The snowplow was a state Department of Transportation vehicle, according to Channel 2 News.

The victim’s son, Ryan Garvey, said his mother was at his apartment across the street just minutes before the accident.

“It just hasn’t hit me yet that this happened,” he said as he explained that she usually watched his baby when he was out.

He said his mother was a great woman and grandmother to his child.

Garvey’s sister, who did not give her name, drove in from Niagara Falls and immediately collapsed into her brother’s arms, crying.

Kyle Alexander, who lives at a nearby Dysinger Road apartment complex, expressed his concern for the lack of safe places on the road for pedestrians to walk.

“It’s a shame there are no sidewalks on this road,” he said.

Investigator Leonard Guagliano is continuing an investigation of the accident.
