Police identify Lockport shooting victim

Niagara Gazette — LOCKPORT — The victim of the Thursday shooting outside of the Gulf Station on Washburn Street has been identified as Richard P. Vance, 44, of Lockport.

There were reports of three shots fired at Works Place. According to Det. Lt. Scott Seekins, one bullet is still in the victim who was treated at Erie County Medical Center and one bullet went through a first-story window at Harrison Place.

Harrison Place is on the other side of Works Place at the corner of Wasburn and Walnut streets.

Vance was shot outside the Gulf gas station located on Washburn Street and Works Place alley, about 4:45 p.m. Thursday. He was seen limping away from the scene and was found by police hours later in a Washburn Street apartment.

The police department is still investigating, Seekins said. Police believe Vance was shot after arguing with two men inside the busy convenience store.

"We've looked at the history and can't connect the dots right now," Seekins said.

In 2007, Vance was involved in a drug-related incident. He was charged with seventh-degree criminal possession of a controlled substance after the Niagara County Drug Task Force executed a search warrant of a Genesee Street. A Lockport woman and two men from the Bronx were also charged.

Police have tried to identify the suspects from a video that was taken in the store before the shooting. One of the suspects is possibly known to police, but his face is partly shielded by a hoodie in the video.
