TAXPAYERS DUE REFUND: The Hawaii Constitution requires the state to give residents a tax refund because there was too much money left over at the end of the fiscal year.

WHAT ABOUT THE RECESSION? The state's financial outlook was much brighter in the 2008 fiscal year that ended last June, so now lawmakers have to find more than $1 million for the paltry refund.
