FRIDAY: County to borrow without control board (3:51 p.m.)

BUFFALO — With help from Albany, the Erie County Legislature is looking to retake some control of county finances.

The legislature has gone back and forth with the control board for more than a year with various borrowing proposals. Now that the 2007-2008 capital borrowing is on the table, the legislature isn’t looking for a repeat of past battles.

In a special session, the legislature voted 13 to 1 to request expidited passage of New York Assembly and Senate bills that would allow the county to borrrow providing it has received two investment-grade ratings.

Fulfilling those requirements won’t be a problem, said Erie County Comptroller Mark Poloncarz.

“We have three investment-grade ratings at this point,” Poloncarz said.
